Tax free system has been introduced in Russia. Here are the addresses of the shops.


Tax free system in Russia has been functioning since the 1st of January 2018, therefore now all foreign tourists, except for the citizens of the countries that are a part of the Eurasian Economic Union, can get the VAT refund.

Currently a number of Russian shops can provide tourists documents that will help them to return the VAT. They are mostly the main shops in St. Petersburg, Moscow and Sochi. This list will be later expanded.

However, it is not possible to get the VAT refund for the excisable goods, which include: alcohol and tobacco goods, cars, motorbikes, motor oils and fuel. Moreover, the Russian Federation government can include other goods into this list.

To be able to get the VAT refund the tourists are required to purchase goods, the total cost of which will be more than 10 000 rubles. The purchase must be made during one day at one of the addresses that are mentioned above. The purchase must be confirmed by a receipt.

Tax free receipts must contain the list of all purchases and include all the cash receipts, also providing information about:

- No. and dates of issue of the cash receipts;
- Information about the shop that issued the receipt;
- Name, quantity and cost of each product.

The tax free receipt should also have a No. and a date when this receipt was issued, as well as the information about the customer:
- Surname, Name, Patronymic (if there is one), as they are stated in the passport;
- Passport number;
- Name of the country, which issued the passport.

Foreign citizens only have a right to claim the refund if they export the goods not more than 3 months after the purchase. The export can be proved by the stamp in the tax free receipt by the customs of the Russian Federation. The procedure of receiving this stamp is not yet confirmed, however it will probably require the tourist to provide the following documents to the customs:
- Passport;
- Boarding ticket or any documents proving his/her departure;
- Tax free receipt AND all cash receipts;
- All the purchased goods (in their original package).
