Russia will introduce tax-free shopping for foreigners in Moscow, St. Petersburg and Sochi.

Starting from January, 1st foreign visitors will be able to recover 18% VAT from their purchases made in 1 day with minimum amount of 10 000 RUR - approximately 166 USD or 147 EUR depending on the currency rate. The tax-free system will be launched in Moscow and St. Petersburg and Sochi. Other regions as Kaliningrad, Novgorod and the Far East are also under consideration. The pilot experiment will be introduced in the main Russian airports by the end of 2017 and then it will expand to large department stores. The aim of the project is to attract new tourists to Russia, individual and MICE, and it will be especially convenient for visitors of FIFA 2018. The system will be valid for citizens of countries not included in the Eurasian Economic Union.

So if you are going to visit Russia pay close attention to the signs Tax Free on the stores. After making a purchase there you will have to ask for a special receipt for VAT refund.
